Agree - "Full_noCE" would be a better option :).
FYI: I downloaded the file dated 10 OCT and the windows installer will not run, whereas before the installer worked for us but after the EBF many things quit working. I have entered a Bug Report.

You cannot install this ebf because it is already installed. The ebf was pulled because their was a bug installing on systems running languages other than English. Since yours installed properly the first time you do not need to install the re-posted ebf.
